If you have your private message email notifications turned on, you will receive an email notifying you that you have a private message. The link in the email will navigate to your message inbox where you can read and respond to the message.
If you are logged into your Youtropolis city at the time the message is received, the message will appear in a popup on your city page, but only you can see it.
To make changes to your notifications, select Settings under the 3 dot Manage menu, then select Notifications on your Settings page, scroll down to the Private Message settings and make your adjustments, then click the Save button.
