This quote was penned by Thomas Fuller, a British physician, preacher, and intellectual. In 1732 he published Gnomologia: Adagies and Proverbs, which included many wise and witty sayings such as “Be you never so high, the law is above you”—and the quotation depicted above.

So that's where the "No one's above the law" was coined. The language is a bit different, but obviously there was no shortage of cheats and liars even then.
I believe in that statement, and I so wish it were a true. But sadly some of the worst offenders are the ones that are in the highest positions—they make laws and break laws, and year after year, take luxury trips paid for by Harlan Crow. And yet, thus far, a blind eye has been turned.
