I would add that if you catch them in the act, be careful approaching them. They could be armed with a weapon, and no package is worth getting injured.
These are all great tips and good to know. But it's sad that this is so pervasive. It's as if there's no more honor, no moral code, no sense of right or wrong or no obligation to it. Or maybe it's just that these pirates have figured out they can make more money hawking other people's stuff than working for minimum wage. Either way, it's disheartening.
